This position is located in the Office of Research and Development (ORD), in the Center for Computational Toxicology and Exposure (CCTE), in the Biomolecular and Computational Toxicology Division. The Center for Computational Toxicology and Exposure, headquartered in Durham, NC, is a scientific organization responsible for carrying out EPA’s mission to support public health and environmental decisions by providing solutions-driven research to rapidly evaluate the potential human health and environmental risks associated with exposure to environmental stressors and to ensure the integrity of the freshwater environment and its capacity to support human well-being. To accomplish its mission, CCTE conducts fundamental and applied research across a range of disciplines important for evaluating chemical safety and freshwater coastal ecology.

For human health, CCTE provides scientific leadership for New Approach Methodologies (NAMs) and innovative in vivo models to evaluate human health hazards as well as computational and advanced analytical chemistry approaches for characterizing exposure. The Center’s research integrates advances in biology, biotechnology, chemistry, statistics, and computer modeling to advance chemical safety. CCTE scientists support ORD’s mission by informing solutions to complex environmental problems by generating data and developing methods, models, and tools used for problem formulation and scoping, to analyze human health risks, and to ensure continuous progress toward intended outcomes.

The Director for the Biomolecular and Computational Toxicology Division position will require an individual with experience in NAMs to evaluate human health hazards as well as a broad range of methods and technologies for characterizing chemical impacts on biological systems. The Division Director will require an understanding in the areas of toxicology, risk assessment, molecular and cellular biology, computational modeling, and bioinformatics, which are critical fields for expanding the tools to understand the impact of chemical exposure to human health.

Specific duties of the position include, but are not limited to:

• Developing strategic plans for the Center’s research in the context of toxicology, computational modeling, and bioinformatics research.
• Exercising supervisory personnel management responsibilities as a second line supervisor across the Division.
• Overseeing the implementation of an integrated research program that applies systematic investigation of theory, experimentation, or simulation of experiments to environmental research related to the Division’s research areas.
• Developing and maintaining working relationships within ORD and with prominent scientists around the world to ensure the development and implementation of an integrated research program and to promote mutually beneficial cooperative activities and programs.
• Reviewing and approving all reports, publications and other outputs from the Division’s research programs to ensure the scientific quality of the information has had proper review for any policy-sensitive information.

The Center for Computational Toxicology and Exposure (CCTE) is a scientific organization responsible for carrying out EPA's mission to protect human health and the environment by developing and applying cutting edge innovations in methods to rapidly evaluate chemical toxicity, toxicokinetics, fate, transport, and exposure in human and ecological species and systems. To accomplish its mission, CCTE conducts fundamental and applied research across a range of disciplines important for evaluating chemical safety. Part of the mission of CCTE is to enable regulatory and non-regulatory Agency programs to integrate data from new technologies and the underlying computational, mathematical, and statistical models used to analyze the data into chemical safety decisions. The Biomolecular and Computational Toxicology Division (BCTD) of CCTE performs research to develop and advance laboratory experimental and computational approaches to rapidly evaluate and characterize the potential human toxicity of chemicals.

This position is located in BCTD and will require an individual who is a recognized expert in integrating data from new technologies and the underlying computational, mathematical, and statistical models used to analyze the data into chemical safety decisions.

Specific duties of the position include, but are not limited to:

• Providing expert leadership for the development and application of computational biology/toxicology/physical science approaches to analyze data from high-throughput in vitro assays, genomics, in vivo toxicity studies, chemical properties, and other sources to discover relevant information regarding potential human health and ecological effects of chemicals.
• Designing and conducting independent research in response to EPA’s priorities.
• Developing new insights in the field and identifying critical research and technical issues involved with computational toxicology to assist the Agency in assessing the broader research needs in computational biology/toxicology/physical science.
• Providing expert guidance, training, and support in the application of research in biology/toxicology/physical science to chemical safety and Agency policy-setting for scientists within CCTE and throughout EPA.
• Designing and leading comprehensive studies for a variety of program initiatives to form the technical basis of new standards, program direction, and/or an understanding of scientific problems.

You will:

• Serve as a technical and regulatory expert on CWA submissions to EPA (e.g., new or changed water quality standards, 303d impaired water lists), implementation of sections 303(c), 303(d), and 305(b) and Total Maximum Daily Loads (TMDL) of the Clean Water Act.
• Provide expert advice, coordinate with, and assist states in development of water quality standards.
• Serve as Regional contact for all water quality standards inquiries.
• Provide expert technical reviews of special water quality standards studies.

This position is located in the Office of Mission Support, Control Center (CC) of the U.S. Environmental Protection Agency, Office of Inspector General. The incumbent functions as an expert advisor to all EPA OIG staff on the development, coordination, and implementation of a very broad range of cross-cutting OIG resources management programs and services, such as (but not limited to) organizational resource management requirements, OIG emergency preparedness (continuity of operations program oversight/administration), and facilities/space.

Major Duties

The ideal candidate will perform the following duties:

• Oversees the execution of organizational policies, procedures, and regulations, and is responsible for staff management, coordination, and execution of mission support programs in relation to facilities, property, COOP, and space utilization. 
• Exercises the full range of supervisory and managerial duties for subordinate personnel. Manages and directs professional staff to accomplish program and facility objectives.
• Oversee facilities management, services, and programs for EPA OIG and provides direction and oversight for the full lifecycle management of property in multiple locations across the EPA OIG.

• Serve as a geologist in the Branch and assists in the management of technical projects and programs including application of complex drinking water or wastewater projects/programs to mitigate public health issues from underground injection practices.
• Provide professional engineering, scientific and technical knowledge during the guidance and regulatory development process.

The Center for Public Health and Environmental Assessment (CPHEA) develops human health and environmental assessments that support EPA program and regional policies and decisions.

CPHEA conducts toxicological, clinical, ecological, epidemiological, and citizen science studies to assess the impact of environmental exposures to chemicals and other stressors on healthy individuals, populations, and ecosystems, emphasizing people and ecosystems most susceptible to the adverse effects of such exposures. Within CPHEA sits the Chemical and Pollutant Assessment Division (CPAD), whose scientists develops range of fit-for-purpose human health risk assessment products based on evaluating, synthesizing, and analyzing the most up-to-date scientific information. Products include the Integrated Risk Information System (IRIS) and Provisionally Peer Reviewed Toxicity Values (PPRTV) assessments. These products are developed through interactions with EPA’s program and regional offices, other agencies, the scientific community, industry, policymakers, and the public. Once finalized, they serve as major scientific accomplishments supporting EPA’s regulations, advisories, policies, enforcement, and remedial action decisions. CPAD also provides extensive technical support to other parts of EPA and conducts research to develop innovative human health risk assessment methods (e.g., dose-response and physiologically based pharmacokinetic modeling, systematic review methods) as well as tools and models (e.g., benchmark dose modeling software). Together, the combination of assessment and the Strategic Research Action Plan (StRAP) research projects contribute to the Office of Research and Development (ORD) fulfilling its strategic goals.

This position will require an internationally recognized expert and leader with a unique combination of scientific expertise and specialized experience that merges mathematical statistical research techniques with risk assessment relevant applications in biology, epidemiology, and physical science. This is a Category B position under the agency’s Title 42 program in ORD. Appointments made under this special hiring authority are term appointments of up to five years, which are renewable. This Senior Scientist position is located in CPAD of CPHEA and will report to the CPAD Director.

Specific responsibilities of this position include, but are not limited to:

- Providing leadership to statistical multidisciplinary teams to address research and development statistical needs for conducting human health assessments. 

- Determining statistical methods and performing analysis of biological or human data to meet major human health risk assessment needs.

- Identifying cross-cutting issues and developing new and improved quantitative approaches. 

- Providing consultations, rapid analyses in response to agency needs, responses to congressional and litigation-related inquiries, and presentations on quantitative assessments and analyses.

- Managing extramural grants and contracts related to the conducted research.

This position is located in the Laboratory Services and Applied Science Division, Region 2, (Edison, NJ). The Director is responsible for providing laboratory analytical support for regional programs. The position directs, coordinates, and oversees the Quality Assurance Program for the region, including the media divisions, states, tribes, contractors, and applicable local governments and programs. The Director is responsible for the planning, coordination, and execution of field and analytical activities, in support of the region’s media and enforcement programs. The Director oversees and coordinates the development of a rigorous training curriculum with the region’s states, tribes, local governments, media programs, and other countries.

Specific duties may include, but are not limited to:

- Directing and monitoring the work of the division to ensure that it meets the goals and adheres to the policies of the Region's and Agency's requirements.

The Office of General Counsel (OGC) serves as the chief legal advisor to the Agency's senior management and program offices on Agency rules, permits, response actions, implementation actions, litigation and legislation. OGC lawyers also work with attorneys in the Department of Justice to represent the Agency in defensive litigation in the federal courts. As the Patent Attorney in this position, you will:

This position is located in the EPA, Office of Inspector General, Office of Investigations. The Office of Investigations investigates potential criminal, civil, and administrative violations of law and policy involving EPA programs and operations committed by EPA employees, contractors, grant recipients, and other individuals.  These investigations focus on an array of matters under the purview of EPA including procurement fraud, employee integrity, laboratory fraud, scientific integrity, theft of property or funds, and program integrity.  OI refers its findings to the U.S. Department of Justice for prosecution, EPA, or EPA OIG management for action to promote integrity and accountability within EPA.

Responsibilities

This position is designated as a “Primary Position” pursuant to 5 CFR 842.802. Primary duties mean those duties of a position that: (a) Are paramount in influence or weight; that is, constitute the basic reasons for the existence of the position; (b) Occupy a substantial portion of the individual's working time over a typical work cycle; and (c) Are assigned on a regular and recurring basis.

Law Enforcement Officer (LEO): This position is covered by the special retirement provisions for Law Enforcement Officer (LEO). Candidates without previous LEO service must be under age 37. Employees subject to special retirement coverage for law enforcement officers must retire at age 57 upon completing 20 years of law enforcement service under the special retirement provisions for law enforcement officers. If these 20 years of service are not attained at age 57, mandatory retirement is required upon completion of 20 years of service. This age restriction does not apply to those who have previously served in a Federal civilian (not military) law enforcement position covered by Title 5 U.S.C. Section 8336 (c) provisions and preference eligible veterans.

This position is covered by Law Enforcement Availability Pay (LEAP). An additional compensation rate of 25% (subject to statutory limitations) will be added to the locality salary.

The ideal candidate will perform the following duties:  

• Plan, organize, and conduct complex and sensitive investigations relating to violations of criminal and civil law, and administrative regulations;
• Perform special investigative projects as assigned relative to agency training and new initiative relating to strategic goals and policy;
• Provide expert-level investigative guidance to field components regarding EPA programmatic investigations, to include performing analysis of program data and making recommendations concerning investigative case development;
